I can help! I have blinking and winking tics too and the Covergirl Total Tease mascara in waterproof (I use black/brown) works wonders for me. It doesn't run down my eyes or give me raccoon eyes even when I'm ticcing so much that I'm tearing up. It also comes with a nice little mini brush at the top that you can use to tease out your lashes to keep it from clumping. I exclusively use the waterproof stuff.
