Any good deals on a B450 motherboard? I'm considering this 95$ asrock mobo, this 189$ ryzen 2600 and this 129$ ram.
I'm not planning on overclocking. I'll use a GTX1060 I already have.

This 2x8GB kit of DDR4-3000 at Amazon isn't that badly priced, actually.
Buy RAM from Amazon with free amazon prime trial and use a cashback site (CashRewards/shopback) for additional 5-6% off.
Buy everything else from Computer Alliance eBay with free trial of eBay Plus and PCVID15 discount code.
Total ~$1470 shipped for a Ryzen 2600/RTX2070 + more storage space. Alternatively drop the 2070 down to a 2060 or a 1660Ti for savings (buy that from Computer Alliance as well).

Couldn't recommend it more, Buildzoid managed to get his to 3400 CL14 or something insane.
3200 CL16 are Hynix IC kits so it might not run at rated speeds with Ryzen, 3200 CL14 are the B-Die kits. For Ryzen I'd wait for a deal on a better kit unless you really want RGB.

I am using the MSI B450I and can confirm that it is working just fine with a non beta, stable bios. In fact, for the ITX boards the beta bios was working alright for me long before other boards were working well (looking at you Asus). The only downside is you need it flashed if you don't already have an older zen CPU.
I helped a friend build with the Gigabyte X570 and it's working just fine as well, it's a really great board. However, keep in mind you could really save some money and get the MSI board. Also, in terms of VRM's is the best you can buy. The fact that it just plain works (once you update the bios), is an added bonus considering how new everything is.
Concerning GPU, if you are willing to wait until next month, you will be able to buy open air coolers from other manufacturers. I don't have a 580, but my understanding is that it's fine. However, the 5700xt is much more powerful. I imagine that an open air Gaming X version from MSI will run basically silent. I'm sure other brands will produce silent amazing cards as well.
For memory, consider getting some Micron E-die, they overclock VERY well, and are only ~1mm taller than the LPX you have listed. Mine are running at 3600 cl 16 via MSI's "Memory Try It!" functionality. Basically, it's a single button overclock on your memory so you don't have to do it yourself. It's rock solid stable too.
Finally, concerning the NVME drive you have listed, it's 100% true that Samsung makes amazingly fast NVME drives and are arguably the best you can buy. However, are you really going to notice fractional seconds of load time over say a 1 or 2TB intel 660p? I'm currently running the 2TB 660p that I got for $200, and you can get a 1TB model for $95. That's double the space, for essentially the same performance. I understand the Samsung numbers are much higher, but those only really apply to specific applications like heavy database I/O. For day to day users and gaming, you won't be able to tell the difference. If you really want the 970 Evo because you want it, go for it, buy what you want. If you want more space for effectively the same performance, buy the 660p, I can confirm that it flies, and is amazing. I am so happy I bought it over the Samsung, because I have double the space for the same price and effectively the same speed.

I'd start with better RAM. The on board graphics on the CPU benefit a lot from faster RAM. And Ryzen later on would benefit a lot too, if you ever plan to upgrade the CPU, and a add a dedicated GPU. Personally I'd get Ballistix 3000 cl15 RAM. 2 sticks of 8 GB. It'll cost you $30 more, but I think that would give you a better foundation. All RAM runs at 2400/2133mhz if you don't go into BIOS and enable faster speed through XMP profile. On sale right now for $60

Don’t need to splurge on this, just get a $40 case that can fit all of the components in it and you should be good

When you buy the motherboard you can request a bios update for ryzen 3000, or get a boot kit from amd if you cant.
Drop that wireless card and get a built in ac adapter on your motherboard. 802.11ac is about to be phased out soon anyway. Dont buy windows, just download it from microsoft. Drop that shitty hynix ram and get yourself some cheap micron e die, for example.
I've read about some cases of AIO tubes having issues in the M1, although there are plenty of cases where it's fine too.
If you absolutely want to have local warranty, then ignore this. Otherwise you could consider getting your RAM from Amazon. Something like the Crucial kit with Micron E-Die would pair well with the Ryzen 3600.
I've also read mixed opinions on the Intel 660p, especially as the drive gets more full and the fact that it's QLC NAND. You can definitely get cheaper drivers off Amazon with TLC (eg HP EX920) but then you'll also lose out on warranty.
