There are currently 3 main parts to Destiny 2 that you can buy:

  • Destiny 2 (base game)
  • Expansion Pass (includes Curse of Osiris and Warmind, the first two expansions)
  • Forsaken (the latest expansion, which also requires the Destiny 2 base game alongside Curse of Osiris and Warmind to access)

    Buying one does not include the other unless explicitly stated. So if you were to buy the base game by itself right now, it wouldn't include Curse of Osiris, Warmind, or Forsaken; only the content within the base product. Similarly, if you were to buy Forsaken, you wouldn't be able to play it without owning the content in the Expansion Pass (nor if you didn't own the base game, though that one is fairly obvious). You'd have to buy the base game, then the Expansion Pass, then Forsaken.

    Minor note: Having to buy the Expansion Pass to access Forsaken is changing effective October 16th, where you will no longer need to buy the Expansion Pass separately to play Forsaken. Curse of Osiris and Warmind will be included in purchases of Forsaken after October 16th. However, this would still require you to buy Destiny 2 itself and then Forsaken on top of that to be fully caught up.

    There is a better alternative. If you are starting from scratch, there is currently a Destiny 2: Forsaken - Legendary Collection that includes the base game along with all expansionary content that has been released up to now (Destiny 2 + Curse of Osiris + Warmind + Forsaken). It is currently on sale at Amazon for -33% for PC players. This is a physical copy that will have a game code inside. I would strongly recommend buying this to avoid any headaches.

Highly recommended. Yeah you'll lose the gear which is rough, but it feels sooooo good on PC. And to be fair, Forsaken already left lots of the last year's gear anyways.
