We had good success by switching to a nail grinder; we used this one. It did take a few weeks of acclimatisation: each day we spent a few minutes and lots of treats getting her used to it.
To begin with, we just held the grinder while giving her treats. After a few days we did the same but with the grinder switched on. Once she was comfortable with this, we started holding a paw and moving the grinder near the claw, again with lots of treats; eventually progressing to the very briefest touch of the claw with a treat each time.
Eventually it does work: doggy is now perfectly calm when having her nails done. We haven't tried switching back to clippers but we find the grinder works well enough.
