If your parrots nails are very long the quick may have extended farther out than normal. In those types of circumstances it's best to gradually take the nail back down to a more comfortable length. The quick will recede if you cut close to it. So over time you can gradually decrease the length. Once a week take a little more off the nail until they are the proper length. If you're really worried and they are long maybe take them to a vet or qualified groomer then you can keep it up after that.

I'd also recommend switching to some type of dog or cat nail scissors. Something like these are nice because the spring in the clippers make them pop back open and you can quickly complete the trim. The guard on the one side of the clippers prevent you from taking too much nail off at a time.
