Native Californian here - for coats get something that will go down to your knees. Down/down alternative coat. I can speak to women’s clothing but if you care about style/brand Macy’s has good selections in many brand names as well as less expensive unknown brand names. As a modest four door car driver myself, I HIGHLY recommend winter tires. Got mine at Discount Tire last fall and got separate wheels for easier swap back and forth. Game changer and 100% worth the investment.
I also recommend a face mask type hat even just for the time you have to walk from the car to the building. When the wind chill goes down to -20 or more you will NEED IT. Something like this:
