That is all you need, you can find them everywhere... just make sure to get the right wattage or you will burn up (it burns bright). You can point it straight at you or like at your chest... it spreads so it will work either way

Then get an LED grow bulb like this;

Then you can germinate indoors away from the cold windows. You quite possibly may be able to grow some of the herb plants to a harvesting size just using the lights.
