Hand controls for driving are very inexpensive and easily available now (example). They can be installed and un-installed on any vehicle in a couple of minutes. They're routinely used by people with various disabilities--for example when they rent a car or borrow someone's car. (Worth remembering if you ever break a leg or whatever.)
Having said that, it's unclear whether Robinson was driving himself or had a driver. They were stopped at an intersection at the time of the shooting, so it's certain possible he stopped the car, grabbed the gun and shot. If the shots were from the rear window, perhaps he leaned back--or perhaps the eyewitness was simply confused on that point.
If he had a driver it's a bit surprising that person is not mentioned in the indictment--or indicted alongside Robinson.
