My budget Kill Team is GSC, but that's because I already had a bunch of Chaos Cultists, Guardsmen, and Genestealer bits laying around that made converting them from what I already had easy. Super fun to build/kitbash and paint though. It's a shame the official models are so expensive.
I also play Death Guard, and they absolutely are a ton of fun to paint. Not terribly cheap, but you'll also need less models because they're expensive points-wise for Kill Team (but worth it) so an Easy To Build box or two of Plague Marines (three Plague Marines per box; bolter/plague knife, blight launcher, and powerfist/plasma gun/plague knife) and maybe a couple Easy To Build Poxwalkers boxes (6 poxwalkers per box) should do the job. They're $15 per box on the GW website, slightly cheaper on Amazon with free shipping if you've got Prime, and cheaper elsewhere online but with shipping- if you're really on a budget, shop around.
