I would just go on craigslist and find a computer around that price.
You can probably get a core 2 duo (like 8+ year old PC) for around $80.

Go on reviews though. 10-15$ for a controller won't get a very good one. Modern console controllers are usually 40$+, even original Microsoft 360 controllers are around $30.

I would recommend getting a newer computer though, save up another 200-300 dollars.
Also, vanilla MW won't work very well with a controller. I'd recommend openMW
And forget using any overhauls, they won't work very well with a computer this old I would think.
