Interesting question, and one I don't have an answer for. Traditionally Nvidia has been the better choice, but AMD outperforms on OpenGL these days I think.
Honestly though, unless you're talking about future proofing in some small way, either should get the job done. I have a GTX 970 Mini OC and it screams for emulation. I mean, I'm talking 4k internal resolution on PCSX2 at full speed with FXAA and scanlines.
So unless we're talking future proofing for eventual PS3/XB360 emulators or something of that nature, I can't see an issue with either one of those cards.
Buy a reference card and put an Arctic Accelero Mono on it.
The reference card, with cooler, is only around 24cm, and the PCB is way smaller than that, so an aftermarket cooler on it should work fine.
EDIT: looking at your tiny case, though, I don't know if it'll take the thickness of that. If no one releases a short one, watercooling is one option. The other is to sacrifice a tiny bit of performance (though it'd be a HUGE upgrade from integrated) and get a GTX 970 mini. You jest, but a few OEMs made mini 970s over it's lifetime though. I'd be surprised if we didn't also get mini 1070s by the fall.

Post Fermi* NVIDIA cards. Starting with 6XX series, NVIDIA is really good efficiency wise. In fact, they make short GTX 970s because of how efficient and cool Maxwell is.

This could be what you're looking for. It's the smallest 970 I believe. There's an Asus one of the exact same length, but it's about $30 more ($354, however there's a Newegg MIR making it $20 less, at $334 total).
edit: I just realised, you stated that your case supports 16.7" GPUs. You should be able to get any GTX 970 and it should fit in your case. The largest 970 is the G1 Gaming from Gigabyte (it's the one that I use, AMA) and that's 312mm long (12.2835").

The power requirement for the 670 is 400w of system power, very efficient card. But any Mini ITX card will work.
There are short high-end cards out there like this GTX 970. I don't know what options AMD has. It would be cool if PCPartPicker had a length filter for video cards since they already show that data.

I think you mean 28cm, which is 280mm. So no the Gigabyte 970 would not fit. But Gigabyte, along with a couple others, make a mini-970 that would definitely fit in this case

Your PSU should be fine for a 970 if it handles a 670.
I recommend the gtx 970 mini itx because it WILL fit in your alienware.

Without an actual budget it's hard to help. That said almost everything can be brought over.

EVGA FTW is the highest clocked version of the GTX 970. It also runs the hottest, at around 70c at load. All ACX EVGA cards are the same size, which are all similar sized to the ASUS, ZOTAC, and MSI versions.

In my case this is my first build so, think I'll go with a case a bit more spacious and easier to manage like the fractal node 804 for example.

100% hate it, cannot run with stock cooler - have it running with a custom water cooling loop to keep it upright...
you're better off with the FE cards than this thing for cooling.
Seems solid, but maybe you'd want to buy the 1 fanned GPU ? I remember either EVGA or Gigabyte made one, you should consider that.

They are litterally the same other than the cooler. However if you don't overclock they will be functionally about the same. But seriously if you have $350 may as well get a 970, here's the cheapest one I could find on amazon which will still beat any 290x in that price range.
