I would suggest the GIGABYTE X570 AORUS Elite (amazon us link). Similar price, new and for AMD.
If you don't care for x570, B450 Tomahawk or B450 Gaming Pro Carbon will handle either CPU no problem. If you do care for x570, go for one of the lower cost boards. VRMs are so incredibly overkill now that reviews have come out. You will be fine with either of the following:

Looking to spend around $1600 max.
ATX form factor.
Was thinking this MOBO: https://www.amazon.com/gp/product/B07SVRZGMX/ref=ppx_yo_dt_b_asin_title_o00_s00?ie=UTF8&psc=1
cancel the order now!! get a x570 search for it on amazon i can recommend this:
https://www.amazon.com/gp/product/B07SVRZGMX/ref=ox_sc_saved_title_3?smid=ATVPDKIKX0DER&psc=1
So you dont have to worry about a bios update.

Looking to upgrade my core components, and likely pick up a 1tb NVMe drive.
So far I'm thinking:
I was looking at cheaper motherboards, like B450 and X470, but none of them seem to have the number of back panel USB ports that I need. I also need one that will support Ryzen 3 out of the box, as I'm coming from an Intel platform.
Think I'll see much of a sale on these parts come Back Friday? Is there a better/cheaper option I've overlooked?
Edit: I have a CM Hyper 212 Evo cooler in my current build, would this be ok for moderate overclocking the 3600? Would CM send me a new AM4 bracket for my old cooler?
Go with a 3700 or X, deal Dependent. Gigabyte x570 Aorus Elite has good reviews and is a good price at Amazon. In terms of a GPU, 2080ti is not overkill for RDR2 at 1440p assuming you are aiming for like 144hz, ultra. If 60 fps is more your target look for a 2070 Super.

I will look into case fan options. Does a mobo like the gigabyte aorus elite( https://www.amazon.com/GIGABYTE-X570-AORUS-PCIe4-0-Motherboard/dp/B07SVRZGMX) have better cooling for the ssd?
Perhaps maybe the Gigabyte X570 AORUS Elite?

If I use a x570 for example https://www.amazon.com/GIGABYTE-X570-AORUS-PCIe4-0-Motherboard/dp/B07SVRZGMX/ref=bdl_pop_ttl_B07SVRZGMX would this be an issue?
G.SKILL Ripjaws V Series 16GB (2 x 8GB) 288-Pin DDR4 SDRAM DDR4 3200 (PC4 25600) Desktop Memory Model F4-3200C14D-16GVK - got it on newegg for $115, looks it its up to $190 now, but jsut check around on pcpartpicker or another price comparison site, just use the model number above.

Alternatively use bdie finder to find the cheapest 3200c14 or 3600c16 ram, most of this ram will be able to overclock to my speeds:
https://benzhaomin.github.io/bdiefinder/
Ok, the RTX2080 is definitely going to bottleneck on an i7 4790k. So I would suggest upgrading to the 3700x.
If you decide to upgrade these are my part suggestions:
The GIGABYTE X570 AORUS motherboard. You can find it here on Amazon: https://www.amazon.com/GIGABYTE-X570-AORUS-PCIe4-0-Motherboard/dp/B07SVRZGMX?SubscriptionId=AKIAILFAVZOSNHLC35ZA&tag=cgdirector-20&linkCode=xm2&camp=2025&creative=165953&creativeASIN=B07SVRZGMX
And I would suggest a minimum RAM speed of 3200mhz. Remember the ram must be DDR4 in order to work. Since RAM prices fluctuate all the time I have no good suggestions currently.
Happy upgrading!
