A pack liner will keep the contents of your backpack dry.
The idea is that you line the backpack with this waterproof liner, pack all your stuff in normally, then roll the liner closed. Basically turning your regular backpack into a dry bag.

Stuff in the outside pockets are not protected, but normally they are waterproof things (water bottles, shovel, rain jacket, etc.) anyway.

Trash bag (specifically trash compactor bags) work well for this. Cheap, light, and effective.

    Some people prefer a pack cover instead or in addition to a pack liner. They work too, sort of a personal preference.

    The cover helps keep the actual backpack itself dry. While most don't soak up water, or are 'water resistant' on their own - ones like OP's do get heavier when wet - so that is a consideration. They also help keep your pack clean/dry when you set it down. However they are a pain to use in practice because they flop around in the wind and you've got to take it off each time you want to get something in your pack.

    So quite a few pro/con's - which is why pack liner vs. cover is a personal choice in the end.
