The battery backpac can be charged on its own, without being plugged into the camera, but extra batteries can't. The only thing I can think of is pairing this with one of these. If you need it to be waterproof, put it in a ziploc bag.
Fun Fact: The original Hero battery bacpac actually used a Hero battery in it, so you could double that up as a charging solution, but the new one doesn't.
This one's pictures show the original Hero batteries.... but says Hero3.
