You simply need a flat car or something that you can tape a small camera to, and have a loco push it around the layout. Nothing special to it.
The Polaroid Cube is $99, or there is the Gopro Session for $199. If you are looking for something even cheaper, the SJ4000 action camera can be had for about $50 and is pretty good.
I personally have an SJ 4000, and I may try this with my N scale layout. If I do I'll post a sample video.

Waterproof and somewhat drop resistant might help with all the shenanigans the dogs get into as well.

I'd get the Session. It's waterproof and just dropped to $199. The starter bundle comes with a headstrap (good for fishing) and a suction cup mount for the car: http://amzn.to/1ldKDmO
The GoPro Session is their entry-level camera, retails at about $200 compared to their other cameras which go for $400-500. I'm no expert but I haven't really heard any good things about it. If OP is going to invest in an action camera I'd suggest saving up a little bit more and buying a more established model.
Def a great camera at the new price. i picked one up less than a day after the new announced price. Amazon has a starter bundle for $199 that also includes a 32gig card and head strap mount.
