Yep, dry skin. I recommend a thick cuticle cream. My favorite is Hard as Hoof, which is technically a nail growth/strengthening cream, but it's cheap, ULTRA hydrating, smells nice, and makes your cuticles look and feel amazing.

FYI, if you suffer from brittle/soft/peeling nails, this is also great.

Hard as Hoof is a hand cream you rub into your nail beds and under your nails. Here is my process:
Remove polish. Wash hands. Hard as Hoof all over them. Wipe off excess. Play with animals for an hour or so. Wash hands. Dinner and other home such things. 1 layer of Nail Envy 1 layer of Rejuvicote.(Though I haven't had any Nail Envy for months and my nails are still super strong). Polish. I have never used it as a top coat or on top of any other polishes. I change my polish every 2 days or so. If I'm going "naked" I'll add a layer of Rejuvicote daily, but that's not too often. I do, however, keep a jar of Hard as Hoof in my desk at work and I apply it several times a day because my hands get really dry shuffling papers. It smells like amaretto and I love it.

It's hard to tell someone how to care for their nails. You have to find what works for you because everyone is different. Here are a couple things that work for me. Use the finest glass file you can find and buff the ends with very fine sandpaper (I use 1500 grit) every day and do not skip a day. I also use two creams Hoofmaker as a moisturizer throughout the day and Hard as Hoof when I'm not playing.

I would also recommend picking up Scott Tennant's Pumping Nylon and Christopher Parkening's guitar method books. Refer to the sections about nail care.

I've never used Nail Envy, I'm dying to, but I do use Millionails! It works well, I have no complaints! I used to wear it over my bare nails, without anything over, adding a new coat every couple days, and now I use it as a base coat. I can't really compare it to Nail Envy, but my nails are super strong now!

Sometimes, after a long shift at work washing dishes etc, my nails might feel a little weak, so I use Hard as Hoof's Nail Strengthening cream before I go to bed, and a few times throughout the day, too!

Hope this helps!
