I wouldn't call those "exposed wires" - I'd only use that to describe the conductor being exposed; the brown and blue that you see is plastic insulator, which is perfectly safe to touch.
It might not pass an electrical safety test, but it's only dangerous if you swing off it.
This might be an unpopular suggestion, but you're better off just fixing it yourself - I'm not saying you should have to do this, just that knowing the average letting agency it might be less aggro.
You just turn the light off, disassemble the fitting and shorten the brown and blue wires to the appropriate length; you'll need to strip the ends of the brown and blue wires with a pair of these.
