If it's a standard size thread 35lb oil carboy/cubee, you should be able to get a spigot designed for exactly this kind of thing:

You could also probably just rig it with a cheap condiment pump, though that may be a bit messier if you're not careful:

The simplest option would probably just be to elevate the cubee, get some food grade tubing and one of these valves, and just syphon it.
To be honest, I don’t know, it came with my initial 1gallon beer kit.
