A moped is probably your best bet, but $200 is a hard number to work with.

I'd say one of the cheap 4 stroke kits, like this one

4 strokes are more complex, but their added complexity makes them easier in operation. 2 strokes are simpler, but need to be made well, assembled well, and tuned well, to run well. It's a tinkerer's dream. But it can be a pain in the ass, especially when something doesn't run, and you are late for work.
