This worked well for my youngest. We had to mix it up with different games, but she started enjoying brushing within a couple of weeks of animals living in her mouth.
Also ask if your dentist has any toddler safety toothbrushes ( https://www.amazon.com/Infant-Toddler-Safety-Toothbrush-1-brush/dp/B0010DKTI4). They aren't that great for brushing, but they can't get hurt trying.
