Of course, smaller sample sizes are actually advantageous. A few high scores have a large impact on the average and the people who vote are more likely to be fans. Larger sample sizes tend to even out the score as a single enthusiastic fan has much less of an impact on the average.
Oh, and while I was searching I saw Flight of the Conchords pop up in a list of recommendations. Somehow I'd completely forgotten about that show, even though I have the DVD case just a few feet from me. That's also a superior show.
edit: I also checked Netflix. After 27,971 ratings Peep Show has 3.9 stars (out of 5). It's Always Sunny In Philadelphia has 4.3 stars after 533,560 ratings.
It's also higher rated on Hulu, and I honestly can't think of any more sites that can be checked.
