At double your budget, I have and am extremely happy with this treadmill: http://www.amazon.com/gp/product/B0030EW7Q8
It is phenomenal. I've had it for over a year, and it still runs just like new. It folds well and is a very smooth run, even at the fastest level I can keep up with. It's also pretty quiet, which is great since I live in an apartment building and don't want my neighbours to hate me. It has speakers which sort of really suck, but still useful to have. I have it on a carpet floor and it doesn't seem to be a problem.
So, while $1000 is definitely out of budget, the company might have a lower end model for less, or you might be able to find one second hand on ebay or amazon. People are constantly buying and selling treadmills once the new years resolution dream dies and they want their space and money back.
As for buying treadmills, definitely get one that is completely self propelled. Many low-end models require you to dig your feet it to assist in pushing the tread backward which makes for terrible running.
