Just a heads up, this is just me looking at specs and doing a little research, I don't own one myself; so maybe someone has a cheaper/better option.

Sadly, I don't think there's anything cheap (depends on your definition) that will achieve what you want. You can rule out Apple altogether if you want the full desktop Lightroom Classic CC and Photoshop CC, as only their iOS based iPads have touch or stylus functionality.

The Lightroom Classic CC minimum hardware requirements are 4GB of RAM (12GB recommended) and Photoshop CC requires Intel Core 2 or AMD Athlon 64 at 2 GHz or faster, with 2GB of RAM (8GB recommended).

So for the tablet form factor, I think the Microsoft Surface Pro (Intel Core i5, 4GB RAM, 128GB) might be the cheapest option at around $800. And that's pretty much at the minimum requirements. I'd try to spring for the 8GB from what I've seen about the performance on the 4GB version.

EDIT: Oh, and the pen is of course an extra $100...

Surface Pro 2017? Same price, more functionality. Microsoft pen but it's very suitable for note-taking.
