The United States has something called the Emergency Alert System.
The TL;DR is that all radio and television broadcasting stations are required to have equipment that can listen for those Emergency Alert sounds. Those sounds are actually digital data that carries information about what alert is going out and what counties the alert is for. If the equipment hears an alert for the county it is in or the county that it serves, it will automatically hijack the radio or television broadcast and relay the emergency message.
