I can only speak for Nvidia. The absolute cheapest is the Geforce 970, which you can find on eBay for less than $150. Climbing above that, the 1050ti and the 1060, which you can find renewed for around $150-200 would be a good bet. The 1660 is also about mid-range when it comes to VR and they hover around $200. Beyond that, any in the 2000 series will run VR, and of course, the absolute best would 2070 or 2080.
I'll look around, I got my 1060 3gb for $145 on Amazon.
