You're young so I'll go ahead and tell you that life is about compromises, you aren't going to get a hand held computer that can run DCS for $500 in VR at 150 FPS, it just ain't gonna happen. You'll have to choose the lesser of the two evils.

You can get away with playing on a laptop, I play on a 3 year old one with worse specs than the laptops mentioned above, but I also have a high dollar monitor, TrackIR, and a HOTAS. Playing DCS on a small ass laptop screen sucks.

If you have a problem with moving a small computer tower, this isn't going to be the game for you, because you are going to need a joystick also. You can get away with flying with the keyboard or even an XBOX controller, but it is the equivalent of trying to be a professional wrestler with no arms, and you'll never come close to being as good as you could be with the proper equipment. You'll also want a headtracking device for DCS, and if you decide on TrackIR which is the best one out right now, it's gonna cost you over $100. You can kiss VR goodbye with your limited budget.

MSI laptop has a HDMI port and a great graphics card and processor should be able to handle almost anything and will even get you by on games with medium to high graphics and decent frame rate

No, you can definitely go lower. I did some searching for you and if you want the lowest price while still maintaining decent build quality and specs, there’s the MSI GV62 currently on sale for $799. Other than the red logo, the design is very minimalistic and professional. It has an i5 8300HQ, 8GB ram, 1TB Hybrid Drive, and a 1050 ti. If the most graphically intensive game you’ll be playing is Overwatch, a 1050 ti should comfortably land you over 60 FPS max settings. I recommend watching some videos on how the 1050 ti performs on WoW since the FPS depends on the situation. However, there is one thing to point out and it’s that the battery life is known to be rather short, even for a gaming laptop. You’ll average around 2-3 hours doing something like watching YouTube compared to the average of 4 hours.
Alternatively, for $849 try the Dell 7577, currently on sale on newegg.com. It’s the previous generation of the Dell G series (meaning the G series are the next model of the 7577). It’s got an i5 7300HQ CPU instead of an i5 8th gen CPU, but if you’re not using it to do things like render videos it won’t make much a difference. 8GB ram, 128GB SSD + 1TB HDD, and a GTX 1060 Max Q. It’s also got a fingerprint scanner as a neat little extra. Much better battery life, mostly because of the max Q model, around 5-6 hours average.
I’d personally spend an extra $50 and go for the Dell 7577 just to future proof it incase you ever decide to play more intensive games later on. Unless you are deadset on console gaming, if it ever comes to it you’ll want that GTX 1060 Max Q later on down the road.

Oh wow, you have a very specific usage. I am not going to judge or anything, but a gaming laptop of the ultra thin, ultra portable kind indeed is a bit pricey. No wonder you are looking at MX250 etc. I was checking it out and it seems the MX250 is hardly better than the MX150 so I wouldn't hold my breath.
In case you do want a super portable and are willing to raise your budget a bit, you might look into MSI's GS65, though it should be more expensive than your budget.

It only has a Optane 16gb hybrid on it but later you can change that out. The reviews say that it's close to SSD speed in terms of loading. Main thing is that in terms of ratings it's a 4.3 along with only 4% 1 stars. That's the best ratings in it's class.

Justification: the MSI is great because it has 1050ti and an i5 CPU. Almost every other laptop under 800 has either a 1050 or an i3 or both. The HP notebook is just your generic lower end gaming laptop, it has an i3 and a 1050ti but that's about as good as you're gonna get for that price plus I can guarantee that it's a well built notebook and that it has a nice screen since I own a higher end version of that laptop.
I believe both of them should be upgradable
