The new Dell Inspiron gamings aren't the worst and the new laptops coming out with the i7-8750h or the i9-9900k with a 2060 and an m.2+HDD aren't a bad choice either. Based on your requests and budget, this PC (below) would be great for you.

Being that they are both mobile chips, you're going to get similar performance out of them both to be completely honest. The 1660 ti does consistently match or slightly edge out the 1070 max q, but if you're comparing just these 2 alone, then neither one is a wrong choice.
I've heard the 10 series mobile gpu have better results overclocking, I haven't heard about the 16, but 20 series doesn't overclock as well as 10 series did. This in my mind makes the 1660ti and the 1070mq mere equals.
When you get a gpu in a laptop it is still lower spec than a desktop. And a max q is performance around 90% of said laptop. Typically a laptop gpu is about 80-90% of the desktop equivalent, putting max q chips at around 70-80% of the desktop equivalent.
In terms of the cpu, they preform near identically and if you care to boot and load things faster than 3s vs 1s, that's the difference between nvme and sata ssds. Look at the thermal performance of the laptops if you can. And btw for $1500 you can get a 2060 non max q and beat these both. You can probably even find a 2070 laptop around that price. I took 5 seconds to find this one:

If you want to stick within the stated budget, then you have several systems with the 1060 graphics card paired with an i7 as well as you could even get an RTX 2060 which is quite better than a 1060. This MSI GV63 8SE-014 is decent.

How does this compare with the GS63 rtx2060? Marginal? That one is 1349 but with 256gb SSD and 1 TB hard drive.
Can you easily add the hard drive to the GS65?

Then I would avoid the Razer Blade, since it lacks in performance (due to throttling) and has QC issues. Instead, you could consider a "gaming device", even though games are not a priority. The MSI GV63 is on sale which makes it a fairly good option, no QC issues like the Razer Blade. However, it does run rather hot, but otherwise has great specifications for the price and has great performance.

I would not suggest getting the laptops listed in your postfor this amount of money purely based on the fact that they have 1050 gpus. Go for the best GPU possible in my opinion.

Similar price point you would just need to buy a mouse(one in the tower build good) good laptop from a solid manufacturer fairly portable and should last a while.
Laptop is a bit more expensive and IMO I would go with the tower but that’s just me.
