after you wash most of it off in the method you've described, i'd try this weird trick: buy a sterile, empty mascara tube (like this) and dip the wand in your makeup remover of choice. then comb it thoroughly through your lashes like you're applying a clear mascara. that should get the stubborn areas clean! this technique is also great for diy lash treatments or oil application. hope this helps :)

I use rosette ceramide gel on my eyebrows sometimes. It comes in a jar so it might be worth transferring to an empty mascara tube like this one: https://www.amazon.com/Mascara-Cilia-Silver-0-25-floz/dp/B005UGVIQ4
(This is my secondary use for this product, I primarily use it as a sleeping pack.)
Honestly I'd just buy an empty mascara tube and fill it with cleansing oil or makeup remover. Literally the same thing and waaay cheaper!
