I'm in an unrelated situation, but slightly similar. Was looking to cut down on my heating bills. Buy an electric blanket. I got mine for 25 bucks (granted I'm in Japan so YMMV). That and get some insulation for your doors. You can get some for cheap in a dept store I imagine. Like a small roll of thick insulation tape.
Overall with tape and my blanket I halved my electricity from last winter. And the expenses I spent on the blanket and insulation have already paid for themselves with this month's bill difference.
In addition to a comforter for your bed, get an electric blanket. Turn it on an hour or so before bed. Either turn it off when you get into bed or turn it down very low, depending on your preference. Don't bother trying to heat the entire room it will cost a fortune and not be any more comfortable than an electric blanket that costs a few yen per month to run. I have one of these which is 188cm x 130cm and definitely recommend it.
