$40 for a dual-monitor mount is a bit pricey for a random brand though, they're usually around $25-30 for a basic desk-mount like this.

Dell U2414h has a gorgeous panel, I found it for $230 on amazon, and you most probably can fit 2 of those into your budget, and lower it by a lot by buying used (there a tons of those on the used market). For the mount, I personally use this one, it's really cheap in the US and the quality is amazing.

Here we've used the linked one by /u/Brostadamus, its clamp variant, and a few North Bayou hydraulic models (single, dual). Get one with a max size over what you have (the sizes supported correlate to weight), and you'll be fine.

While they aren't exactly cheap, these work great if your desk has a "cable hole".
Otherwise, or if you want to stick with bolting it down, you can use a grommet and bolt mount like this.
