Actually, I think the best place to import a Japanese 3DS would be Amazon. They have them much cheaper than anyone else and it's fulfilled by Amazon, so that means they already have some imported to their warehouses and just have to send them domestically.
The regular size New 3DS would be $170 USD on Amazon including tax, with quicker shipping, while on the other hand, it would be $160+Shipping from China from Play-Asia.
In the end, you'll be paying around the same amount, but the shipping speeds is where Amazon wins. You'll be waiting a while for the Play-Asia order for sure.

Hey, I'm looking to purchase one of these Imported white New 3ds. 1. Because it looks really clean and beautiful, and 2. Because I like the small form factor of the N3DS compared to the XL. My question is, if/after I shack it, can I install any CIA and play regardless of the region block?

Yeah but the improvements are things like camera movement and Amiibo support. And I can already play Xenoblade, like, today, if I wanted to. They're going to need to do a lot more to get me to invest.
I see, thanks that really helps. It's a white japanese N3DS regular that looks exactly like this. How do I figure out the exact model number for it?
New N3DS is not available in the US yet unless you get the animal cross bundle. You can get a New N3DS (Japanese Import) from Amazon for 185$.
The New N3DS XL deal for $175 is the cheapest I've seen in a while. Black Friday at Walmart was $180 I believe.
You could always buy plates off of Amazon and spray paint them the color you want. This is the cheapest plate I could find. This is the whitest/easiest to paint plates I could find.
