The 3820 overclocks and there's actually plenty of reading available. It also provides 40 PCI Express lanes instead of 16, so you don't run out of GPU bandwidth if you add a second card.

This is the version with out the blue LED, and it's currently $125 from Newegg, after a $10 rebate. You can buy that and add some blue lights for like ten bucks. Either that stick or a flexible cable.

As for the fan, maybe I can put three 230mm fans and a 140mm in perspective. My current case is a Level 10 GT. I'm not fancy, I just got it secondhand. The point is that it has three 200mm fans and a 140mm fan in pretty much the same layout, and these are my idle temperatures with a Phanteks TC14PE. Under load, the CPU doesn't crack 60 C (though I'm not overclocking it at the moment). GPU stays in the low 60s. It's an ASUS DC2T (also secondhand), but that's still pretty nice.

There isn't really room for improvement at this point, at least with air. Adding another fan would just increase the noise level.

    You should also chaeck out cathode lights. Look around online for which you thing would look best. I just got the LED strip because the installation seemed like it would be easier.

Have you taken a look at the NZXT 2 meter (also comes in 1 meter) LED strips? They come in different colors, are pretty inexpensive, and have brightness and power controls.

This should be a good PC, it's somewhat above your budget but it's because you need everything. This would be a great build for everything you want to play (teach me to build the good parks in Planet Coaster plis :P). NZXT makes some decent LED strip kits. The NZXT Hue fits in a 5.25 bay, runs off SATA power and can be set to any RGB color. If you just want one color, you can get one of the NZXT sleeved light kits; these fit into an empty expansion port on the back and run off Molex power.
