Not the strongest song from their ...And Justice for All album but it does get the message across. It's about the limitation and restriction of freedom of speech and freedom of expression The government, the elite and the media (one of whom or all three play the role of the Eye of the Beholder) assures the people that we have those rights to say, read, watch and do what we want but in reality, our freedoms are actually very limited and restricted to the Eye of the Beholder's liking as explained in this verse:
"Doesn't matter what you see
Or into it what you read
You can do it your own way
If it's done how I say"
In the chorus, it also mentions how they can use what you said or did against you by bending it.
"Independence limited
Freedom of choice

This, unfortunately, is what's going on to this day especially with many censorship advocacy groups (like the Parents Television Council for example) coming in and certain politicians who will be willing to give up parts or most of our rights to please the elitists, from whom they get big paychecks for doing their dirty work.
