I have put together a similar setup and can confirm that it works pretty well.

I have this USB hub:

It works well with my iPad but the micro-usb wide connector does not want to stay plugged in, so I got some black hot glue and made my own janky but super effective strain relief, locking in place both the USB to barrel power connector and the micro-usb jack.

Also for the record this iPad USB adapter is cheap and works well, and it comes in black.

The reason the iPad sees the camera is because your hub directly passed the USB port out to the connector your camera plugs in to. The hub will not have enough power to power the HDD. Is this a spinning HDD, meaning it has the older style platters spinning inside or is this a SSD (just chips inside to store/retrieve memory)?
So use the below, power it up and plug the USB A side (I assume it’s A as you just call it USB) of the USB Micro cable from the HDD in to the powered hub. Plug the camera per usual. If that doesn’t work you may want to pick up a Micro USB to USB A cable and plug the camera in to the powered hub as well. Both the camera HDD and your external HDD should now appear in Files app.
Note: SSD pull way less power than a HDD (physical spinning disk inside), they are getting cheap so if your HDD is not an SSD I’d recommend picking one up soon. Also SSD access time is lightening fast so data transfer is way faster than a HDD
