Here ya go friend
Here is a headset for 30 bucks CAD, so it will be cheaper in U.S
Here is your cheap gaming mouse, works perfectly fine and way cheaper than logitech
Here is a U.S keyboard cheap as well.

You can probably buy a windows key for like 15 bucks, but if you dont feel confident in grey markets then buy the OS

Both Mouse and Keyboard are from Reddragon
The mouse is M602: https://www.amazon.com/Redragon-M602-Ergonomic-Programmable-backlight/dp/B011HMDZ0Q/ref=cm_cr_arp_d_product_top?ie=UTF8
The keyboard is the K552(RGB version) : https://www.amazon.com/Redragon-KUMARA-Backlit-Mechanical-Keyboard/dp/B019O9BLVY/ref=sr_1_3?crid=EVXDG36RYWK0&keywords=reddragon%2Bkeyboard&qid=1555946378&s=electronics&sprefix=reddr%2Celectronics%2C120&sr=1-3&th=1
I have the Redragon Centrophorus which is very cheap but surprisingly good, I really like it and so do my friends. If you want RGB there also is the NEMEANLION which is very similar but I haven't tried it myself. All mice by Redragon are pretty cheap but because I really like my mouse from them I'd recommend taking a look at it.
Assuming it's the Redragon, my brother has that mouse. He plays Mobas, and so far it's held up to the insane clicking.
I personally have this one: https://www.amazon.com/dp/B011HMDZ0Q/ref=cm_sw_r_cp_apa_fUlAxbAE4A514
I enjoy it, I prefer it to the one my brother has, the plastic feels a little better.
I also have a mousepad and keyboard from the company, I'm overall very happy with the quality. I had a logitech and the side button I used as my push-to-talk died after only a few months.
I love the Naga by razor which has 7 buttons in a circle around your "thumb spot." But I also highly recommend Red Dragon mouses.
I retired my Naga after about a 1.5 years an have been dealing with no click response and mouse shut down randomly for the last few months. I purchased the Griffin by Red Dragon for 16$ on amazon and it's about the same size (maybe a smidge longer than my old Naga) and it doesn't have the numbered buttons on the side. It has two buttons used for shift and ctrl. It has savable profiles and can easily switch the dpi (but not on accident like I did with my Naga all the time). Also, it's the cheapest chroma styled mouse I've used.

I never realized how weak the Canadian dollar is, I was really surprised at how much less it gets you. This is based on the "Crusher" build from the /r/pcmasterrace wiki, plus a keyboard and monitor. I don't have any direct experience with any of these parts besides the monitor, which I got for my girlfriend's computer build (and it's a great monitor at that price)
If you're looking to spend more, the first places to do it are
1. Better motherboard
2. Better keyboard
3. Better processor
Now for other recommendations. I stream on twitch as well, (mostly World of Tanks and other games), and I mostly use a Logitech G430 as my headphones/mic. If you're looking for a new mouse, Redragon makes really great mice at really good prices, I use a Redragon Perdition as my primary mouse for gaming, a Redragon Nemeanlion at work, and a Redragon Centrophorus for my secondary computer (used as a server and for doing distributed computing). For a webcam, I use a Logitech C920
