edit if u need rgb strip just buy a similar cheaper kit and plug in your rgb strip to the dc jack instead of the leds the kit includes (just make sure voltage is within spec)
my guess is your solar panel is not nearly enough watts for the leds you're running. assume solar panel wattage * 3 = watt hours it generates. so a 5w panel =15wh = 2 days or so to charge the battery = can run a 5w led strip for max 3-4 hours per day with no extra juice to charge discharged 18650
