My 14 week old is bitey and chewy, but she's learning. You need to react with a yipe, a recoil, and whatever your "no bite" command is every single time. Even if it's not a painful one. It's exhausting but paying off. Redirect immediately to a toy appropriate for chewing. I read that you should affirm every time you see pup chewing a toy, too. Reinforce the good, speak dog and redirect from unwanted.
I had to get an xs muzzle off Amazon to stop her biting with grooming. It's really calming for the puppo. We did short "no bite" sessions with the muzzle and affirmation, no grooming, to get her accustomed to it. She doesn't mind the nail grinder or hair dryer, but she's not a fan of the trimmer. I can comb her now without needing the muzzle.
