The Seiko SRP311 is a fine watch. I own one and it is one of my favorites. It wears well and for me has been quite accurate for an automatic. They do fetch a higher price closer to $300.
There is a Seiko SRP315 that differs a bit and can be found closer to $200. It still maintains that black/orange look but uses a rubber band, silver case, a white on black bezel, and non-sundial orange face.

Orient is a decent brand as well. They've got a few orange faced watches but not many with black band/bracelets. They are selling a black/orange version of their Disk, the ER02006A. It's certainly an unique style which might be appealing to your friend.

Really, what type of watch do you want?
A brand spanking new srp315 can be had for $170. This has a rubber strap though, which I thoroughly enjoy as it is as a very good strap that has a buckle that locks in on little strap grooves, and is rather supple. As a general rule, rubber straps will be cheaper than ss bracelets. Amazon.com is a good place to start:

If you frequent watchuseek.com you can purchase lightly used monsters from users/sellers for the price I mentioned. Be sure to get the newer srp models, as they are more accurate and allow for manual winding and hacking. Sales on that site are generally safe and pleasant, as most users are honest and most sellers have good reputations, while admins are very strict with their rules (people get banned all day err day!).
