Useful helmet to helmet communications systems are going to blow your budget. The only thing I can recommend would be the Sena SMH5. You can get them within your price range, and would be a great addition to their riding with the possibility to upgrade later (newer Sena units are still compatible with the older units).

There are several versions of the SMH5, so it's important to get the right one. The link I provided above has two communicators with decent speakers and a locking connector.

They work great when riding with the wife. Didnt wanna spend a ton on headsets either, but I bit the bullet and went with Sena. Makes the ride so much more fun. They can connect to your phone with Bluetooth, but don't need to be connected to a phone to talk with each other.
