There are specialised skin pens that would be 100% guaranteed safe, like this one for sports:

And anything water based is going to pretty safe too.

Or anything for kids as well - remember finger painting from your younger days. So you could go to any arts/crafts store and ask about easily cleaned markers for your little niece/nephew ;-)

And I think I've heard of a product that will stay on as a "tattoo" for up to like 2 weeks after it develops for a few days? I'll link it if I can find it again. If you don't mind the tattoos being reddish henna could be a great alternative but do NOT buy black henna as that has dyes in it similar to hair dye and can cause severe chemical burns. It's not real henna.

Edit: I found several temporary tattoo brands such as ink box and momentary ink. The momentary ink brand seems to let you do custom but looks like it's just the same as any other temporary tattoo. I think there's some temporary tattoo pens out there as well
