Unsolicited advice: buy sound reducing earmuffs- they're designed to muffle sound. Then if you want to listen to music get music capable earmuffs or stick any $10 pair of earbuds underneath.
I have tried fancy noise-cancelling headphones, but contrary to what you think they're not designed to make things quiet. They're designed to mitigate any errant sound to make what you're listening to sound better. So if there's a small sound or a quiet conversation, it can reduce that. But if it's loud, they won't work. Get something designed to mitigate loud sounds.
My work gave me some hearing protection, and that's what I use (with cheap earbuds underneath) while mowing the lawn and I haven't looked back.
