I had the very same issue. What I did was get a USB dock and moved it directly under my TV and the improvement was incredible.

sounds like your computer is using the 2.4ghz connection and not the 5ghz channel and unless you can get the owner of the router to rename the SSID of the 5ghz channel to something new, it will be hard to force your computer to connect with the faster channel as it will connect to the which ever channel has the stronger signal and it will most likely be the slower 2.4ghz channel.

Also to help your Wifi adapter get a better signal, as others have suggested you should mount the USB adapter on an extention cable to get the antenna up in the air.

That would also give you a way to determine if it is interference: connect the dongle to the front port using the extension cable, and confirm it works, then without disconnecting anything, physically move the dongle behind the case and see if the lag appears.

Also FWIW, I really like this extender cable: the end is a nice solid base that sits on your desk. But the one linked above will work just as well.
