A little protip that I do if you're trying to save some $$$. If you don't want to drop $80 or whatever on dedicated running tights, you can pick up long thermal underwear broadly like these. Since a lot of these fabrics aren't as technical as dedicated running tights, you may find they won't wick sweat as well, but I don't find my legs get too sweaty in the winter anyway. If you're worried about chafing, you can either get long athletic boxer briefs or (for maximum money saving) wear your existing running shorts (that have a liner) underneath the long johns.

Again, that's a pretty cheap method since you talked about the prices being higher than you thought.

If you're willing to drop some $$$ on a jacket, I'm a big fan of this jacket by TNF. Great for me into the mid 20s with a base layer.

For a hat, check out Smartwool or grab a buff for more versatility.

You'll find a lot of people suggest running in layers, and it's true you shouldn't be in a tshirt plus one heavy jacket, but I think it's more important to dial in your 'system' and focus less on layers. You don't want to need to have to strip (and carry) layers on a training run. Your system should work from door to door.
