I saw that you said he already had a mouse/keyboard, but does he have a decent headset? I use the turtle beach px3. They aren't super expensive but to me at least, they have nice quality both in sound for music and games and in capture quality (if he talks to people while he plays). Best part is they are wireless so you can get up and move around without taking them off. Just an idea, good luck!
Also, as others have said, if he's into league of legends, you can NEVER go wrong with an RP card. You can get a physical card so he still has something to open and he just puts the code in on league of legends to get the points on his account. I play league as well and I'm a stickler when it comes to spending my own money on a free game just for cosmetic items and skins, BUT the few times someone else has bought me RP as a gift, I was giddy at the chance to pick up the skins I'd always wanted.

I use the wireless module with my Xbox and use a spare mini-USB cable to connect it to my PC. It's great.

I've had a few issues with these headphones. Every time you need to use the microphone, you need to unplug and replug the USB port. Also, there is a constant static in the background in the microphone that others hear when I talk. I've decided to get new gaming headphones and I need great ones. I'm looking for headphones that don't have static in the mic and can be turned on and use the mic immediately so that you don't have to reset the headphones' USB connection.
Budget - less than $100 but can look at headphones higher than $100 if they are good
