ELI5 explanation: redditors seem to hate the ...chemically...forever... part of your question, because there is no such thing. Actually, if you had two solutions that reacted to produce light and fed them continuously, you would have a continuous reaction that lasted as long as the supply is renewed.

However, I think what you are looking for is something more like glow in the dark paint. Glow in the dark paints are charged by light and then glow in the dark. http://www.amazon.com/Ultra-Green-Glow-Dark-Paint/dp/B00BD63C8W I believe this paint absorbs energy from normal light and works best with sunlight and does not require blacklight. Though it may work with blacklight too. Not sure how to get the liquid to glow and still allow light through to charge.

Also, hidden LED could be used to simulate glowing water.

Logged in to specifically comment on this post. I attempted to paint my own this past summer for the exact opposite reason that you are: finishing up a late-night post work round.

I bought a not-at-all inexpensive glow paint off of amazon and spent two days painting the balls, or attempting to. And it was a complete dud. Maybe my paint was just a bad batch, but be prepared for disappointment if you go with this option.
