Not sure I'd call it "absolutely fascinating", honestly, but to each their own.
It appears to draw in some aspects on James Major's excellent Writing With Intelligence textbook, written many years ago for the JMIC, which is available from the DIA or combined with Briefing With Intelligence as one volume titled Communicating With Intelligence. (http://www.amazon.com/Communicating-With-Intelligence-Communities-Professional/dp/0810861194)
Basically the same instruction, in a much more condensed form, is (was?) also available from Mercyhurst College's Analyst's Style Manual which may only be offered as a PDF these days.
I prefer the Major book, but that's just me.

Rand McNally Encyclopedia of Military Aircraft, 1914 - 1980. I also love this book, basically had it memorized when I was a kid. Went up to take it out of my kids room when I saw this post.

You might have a look at some titles like Russian Military Power, the various editions of Soviet Military Power, and I definitely think The Soviet War Machine is nearly exactly what you're looking for. I say "nearly" because my edition is from 1976 and dated even by 1980s standards.

I'm not sure what game/Manga you're speaking of but no, Another Century's Chronicle is not related to any particular other source. It's just a fairly recent publication that focuses on the OYW. The name was because ACC was a series of books which also covered Patlabor and Ghost in the Shell.
EB 39 is the rarest of the EB series and also is probably the most extensive source for information on the One year war prior to the publication of ACC, which makes some minor retcons here and there.
Gundam Officials is usually pretty reliable in terms of details (as it was intended to be definitive) but conveniently leaves out numbers for the most part, limiting its utility.
