I use a circular powder puff like this one between the harness and my pubic bone to cut down on the bruising, but in my experience especially if your partner likes, ah, vigorous lovemaking you're likely to end up a little bruised regardless. Always worth it though!
IMO it's designed for Liquid products, for loose or pressed powder, a flat sponge is much better or even one of those soft velour ones like this.
