The new leaves are definitely a good sign. The general recommendation for fertilizer is half strength once a month, or lower strength more often. A lot of people do "weakly weekly," personally I just add a little fertilizer every time I refill my watering can. Basically the more consistently you can do it, the better.
And if you don't think they'll get enough light where you are now, I'd invest in light and a timer. They are low light plants, so they don't need anything fancy - a cheap clip on light would work, or even any old desk lamp.

It's actually put out a huge leaf! double the size of the other leaves. I place it near a East window as I do not have any South facing windows and I put it under a growlight as well.
