Samuel Ortiz is a school psychologist, not a neuropsychologist, but he's done excellent work on bilingual assessment. His book Assessing Culturally and Linguistically Diverse Students: A Practical Guide covers the intricacies of translation, the distinction between cultural and linguistic variation, simultaneous vs sequential bilinguals, and how to interpret test results in diverse examinees. This is where he intoduced a method called the culture-language interpretive matrix that helps you figure out whether a score pattern is due to language differences or some kind of damage or disability.

Cannot recommend it highly enough.

Also, it's an older book, so you can probably get a used copy cheap.
