No actual SBC is going to handle GC or PS2 at playable speeds. I can't even get full speed PS2 on my NUC and that's got a kaby lake i3 that will run literal rings around any SBC.
You need a proper PC with a real discrete GPU for the stuff you're looking to emulate. It doesn't have to be expensive, but it absolutely won't be SBC-sized. And honestly, if you have full size indy 500 cabinets, you don't even need small.
Look for old off-lease dell optiplex towers on ebay. You should easily be able to find one with a sandy or ivy i5 for less than $200. You can add an RX560 for less than $100, or splurge on a refurb GTX1060 for not too much more. That will give you not only full-speed GC/PS2 emulation, but enough grunt to run some actual PC arcade racing games. You can go retro with some carmageddon or 1sane, or more recent arcade-y racers like burnout paradise or grid 2.

Those are all viable options but some are a tiny bit more than 150$. If u can I would wait and get a 1660 for close to 200$ ISD but if you are in desperate need of a card then just get a 1650 as that will work fine for you. Remember that the mini versions of the cards are a bit louder than the normal versions as they have to work harder. And also a good feature with the 1650 is that it needs no external power. All you need to do is put it in the motherboard and your done!
